ҹɫֱ Inc. Releases 2026 State Legislative Agenda

Louisville, KY (December 9, 2025) – Last night, ҹɫֱ Inc. (GLI) capped off its 2025 Capitol Connections series, presented by Norton Healthcare, with the unveiling of its 2026 State Legislative Agenda. The evening was hosted at The Olmsted and included recognition of GLI’s 2025 Most Valuable Policymakers (MVPs), and a panel discussion between state lawmakers Senate President Robert Stivers, House Majority Floor Leader Steven Rudy, House Majority Whip Jason Nemes, and Senator Julie Raque Adams.

Each year, GLI works with businesses to understand their greatest challenges and opportunities and identify policy solutions that drive growth. The 2026 State Legislative Agenda reflects months of engagement with businesses and outlines both long-term priorities and timely initiatives GLI will champion in the upcoming budget session. Key priorities include:

  • Enhancements to the Kentucky Business Investment program to better attract business services and technology companies
  • Advancing statewide talent attraction strategies to address workforce shortages
  • Expanding affordable housing by easing land-use barriers and supporting development incentives
  • Funding for many Louisville-specific projects and initiatives in the biennial budget

“GLI’s mission is to grow the regional economy by strengthening ҹɫֱ’s competitiveness and creating opportunities for businesses and talent,” said Shelby Somervell, Senior Vice President of Government Affairs and External Relations for GLI. “The priorities outlined in our 2026 Legislative Agenda address both the immediate needs of our business community and the long-term vision required to keep our region strong. I am confident our advocacy will continue to deliver transformational policies that advance ҹɫֱ’s economy and community.”

The event brought together nearly 200 business and government leaders for a keynote discussion between top legislative leadership discussing key priorities and predictions for the 2026 session. The 2026 legislative session begins January 6.

“Through collaboration with GLI’s investors, community partners, and stakeholders, GLI’s State Legislative Agenda tackles critical issues in our community,” says Les Fugate, Chair of GLI’s Public Policy Council and Vice President, Director of State and Local Public Affairs at Brown-Forman. “With the business community’s support and GLI’s leadership, I am confident we will see significant wins for the ҹɫֱ region this legislative session.”
